Restricted, Sealed & Expunged Records
North Carolina uses the term expunction for its main record-clearing process. File in the county where the charge or conviction occurred. For a Rowan County matter, that means the Clerk of Superior Court. Chapter 15A, Article 5 covers distinct grounds, including certain dismissals and acquittals, identity theft or mistaken identification, and some eligible conviction categories. The correct Judicial Branch petition and instruction sheet depends on the statute.

Rowan County Records From 1753 Forward
Rowan County and its Sheriff's Office both date to 1753, but today's record system is split among offices with narrow roles. The working courthouse dates to 1914, while the older 1854 courthouse remains a separate historic landmark. In downtown Salisbury, the Clerk at 210 North Main Street, the Sheriff at 232 North Main Street, and detention at 115 West Liberty Street are only blocks apart. Their closeness does not merge their files.
Courthouse visitors should plan for screening at the Liberty Street entrance. Firearms, ammunition, knives, scissors, mace, cameras, cell-phone cameras, and tape recorders are prohibited, and bags may be searched. A Rowan County administrative order governs phones and electronic devices. Anyone who hopes to copy a paper record should review the current order and ask the Clerk what copy method is allowed before arriving.
The October 2025 eCourts conversion was a major access shift, and Rowan County sought an automated inmate tracking system in early 2026. Both changes can make older search instructions stale.
